Hengshui Streamlines Cross-District Household Registration Services: What Foreign Founders Need to Know

Hengshui has rolled out cross-district household registration services across the city, cutting red tape for residency and ID procedures. Here is a practical overview for foreign founders operating in China.

Hengshui Expands Cross-District Household Registration Services

For foreign founders setting up or running a company in China, administrative efficiency at the local level matters. Residency documentation, identity certificates, and household registration procedures often intersect with business operations, employee onboarding, and compliance workflows. A recent policy rollout in Hengshui, Hebei Province, offers a useful case study in how local governments are reducing geographic barriers in public services.

On October 22, the Hengshui Municipal Government Information Office held a press conference. Zhang Hui, head of the Public Security Bureau's Public Order Management Detachment and a second-class senior police commissioner, presented the city's progress on implementing cross-district household registration services. Since the policy took effect citywide on June 1 this year, public security household registration windows across Hengshui have processed a cumulative 101,536 cross-district transactions. These cover the full range of public livelihood needs, including settlement registration and document processing.

Policy Background and Administrative Framework

Cross-district household registration services are listed as a 2026 Hengshui municipal government livelihood project. The initiative also supports Hebei Province's population management service convenience program, the optimization of the business environment, and the deepening of the public security system's "streamlining administration, delegating power, improving services" reform.

To move the project forward, the Municipal Public Security Bureau held multiple special working meetings focused on core livelihood needs, clarified implementation milestones, and refined its approach. It also drafted and issued the Hengshui 2026 Population Management Service Convenience Project Work Plan, tailored to local household registration characteristics and grassroots realities. A dedicated working group was established, creating a structure of unified coordination, clear division of labor, linked upper and lower levels, and citywide implementation.

Hardware, Systems, and Training Upgrades

The city coordinated funding to complete high-standard hardware upgrades at government service halls and grassroots household registration offices. All 126 household registration police stations citywide now have full color printer coverage, achieving a 100% equipment configuration rate. This supports standardized processing needs such as out-of-district case acceptance, document printing, and portrait collection.

System renovation and upgrading were also completed efficiently, enabling cross-district operations to feature online transfer, remote review, electronic signatures, and citywide interconnection. Systematic business training was conducted to comprehensively improve grassroots officers' ability to handle cross-district cases.

Pilot Launch and Full Rollout

With hardware and software foundations in place, the High-tech Public Security Sub-bureau and Jizhou District Public Security Bureau began pilot operations on May 15. On June 1, cross-district household registration services were officially implemented across the entire city. This established a multi-tiered, fully covered household registration service system consisting of 17 province-wide items plus 26 city-wide items, minimizing procedures, breaking down geographic barriers, and compressing processing times.

The 17 Province-Wide Items

According to Zhang Hui, the 17 population management services available province-wide include: newborn birth registration; changes to secondary population information items; issuance of household registration certificates; death cancellation; household registration transfer; settlement registration for demobilized military personnel; name changes and corrections; replacement of resident household registration booklets; cancellation of household registration for settling abroad; cancellation of household registration upon acquiring foreign nationality and automatically losing Chinese nationality; first-time application, renewal, and replacement of resident identity cards; application for temporary identity cards; and identity card loss reporting, loss reporting cancellation, and found-card registration. Residents within the province can handle these matters at any household registration police station in the province without being restricted by their registered residence location.

The Added 9 City-Wide Items

Building on this, the Municipal Public Security Bureau proactively expanded and upgraded the service offering, innovating a citywide "17+9" household registration service system. The nine additional city-wide items are: cancellation of household registration for military service; restoration of household registration for those holding transfer certificates but not yet registered; cancellation of household registration upon approved renunciation of Chinese nationality; cancellation of household registration upon approved settlement in Hong Kong, Macao, or Taiwan; adjustment of household member relationships; issuance of temporary identity certificates; height changes; correction of birthplace; and correction of blood type.

Compared with province-wide transferred services, the 26 items for Hengshui-registered residents are all immediate-processing matters. Residents can apply on-site, have their case accepted on the spot, reviewed on the spot, and completed on the spot, with no cross-district transfer and no second trip required. This significantly shortens processing time and improves efficiency, creating a distinctive advantage for Hengshui's household registration convenience services and realizing the goal of citywide coverage, nearby processing, and completion in one visit.

Practical Takeaways for Foreign Founders

Foreign founders operating in China should monitor municipal government announcements for service upgrades that affect their local staff and administrative workflows. While household registration policies primarily concern Chinese citizens, the underlying trend of digitalization and cross-district service integration can influence how efficiently local administrative tasks are handled.
